A real or desired proposal, suggestion, or offer (such as for a certain agreement, commitment, or shared process).

The idea of working with someone as a team or beginning a process together (romantic or otherwise).

To analyze this dream, you need to look at a number of factors. Who is doing the proposing, and what is the outcome? Does the proposal come from your current partner, or a stranger? If you’re the one being to proposed to by your partner, then this shows an underlying need for commitment. You hope this relationship will go the distance.
